<br />Facilitate Local Planning And Land Use Controls <br /> <br />The recommendations to encourage and facilitate local planning and land-use <br />controls on urban, rural and tribal lands have been made in previous years -- <br />1993, 1994, 1996, 1997, 1998 and in the State's Multi-Hazard Mitigation Plan. <br />The recommendation continues to surface because the lack of land use <br />planning enables the building of structures in hazardous areas. Additionally, <br />the lack of building codes contributes to structural failure during storms, high <br />winds, or other severe conditions. <br /> <br />Recommended Action: Facilitate local strategic planning by communities. <br />Plans will include floodplain and drainage management practices, and land use <br />regulations. <br /> <br />Lead Agency(ies): North Dakota Division of Community Services with support <br />and assistance from North Dakota Division of Emergency Management. <br /> <br />Implementation Strategy: DCS will pursue a short and long-term strategy. In <br />the short-term, DCS will work to increase public education, awareness and <br />interest in community planning through an extensive outreach program. <br />Secondly, it will identify funding available to communities for planning and <br />identify any incentive programs (i.e. NFIP Community Rating System) that may <br />encourage local planning. <br /> <br />In the long-term, DCS will establish a strategic planning tool that would include <br />core elements such as housing, economic development, public facilities and <br />public services. DEM will continue to link local planning efforts to its Multi- <br />Hazard Mitigation Planning and the Hazard Mitigation Grant Program (HMGP) <br />process. <br /> <br />Funding: Funds may be available in the year 2000 through Housing and Urban <br />Development's (HUD's) Community Development Block Grant Program. <br /> <br />Time line for implementation: The process to begin community planning <br />began in August 1999 will be in place by May 2000. <br /> <br />9 <br />
