The preliminary design will <br />address the following concerns: <br />1. Impact of levee reconstruction on the ~xisting treeS ;n Cols:! <br />Park. <br />2. Impact of the trees on the new levee section. <br />3. Special construction materials or techniques which may be <br />incorporated into the levee to avoid or minimize impacts <br />between the trees and the levee and to consider aesthetics. <br />4. Using the typical, Improved levee section constructed in Phase <br />: and encro03.ching ....hf~ 'rlest levee into the river sec:ion. to <br />preserve the trees. <br />5. Identify the required hydraulic characteristics of the improved <br />1 evees, considering the IOO-year flood and freeboard require- <br />ments and pos~cble hydraulic impacts to the existing east <br />levee. The hydraulic "odel will extend from U.S. 160 to State <br />St reet. <br />6. Estimate construction quantities and construction costs. <br />A preliminary design report will be prepared, submitted and review- <br />ed with the ENTITIES. A copy of the preliminary design report will <br />be submitted to the U.S. Army Corps of Engineers (COE) for comment <br />and review. A qualified arborist will be consulted to identify the <br />impacts and provide recommend,:ions to mitigate the impacts of le- <br />vee reconstruction on the existing trees in Cole Park. No special <br />consultation will be obtained regarding recreation impacts or spe- <br />cial landscaping proposals for the Phase II improvements. <br />Upon the ENTITIES approval or alternate direction of the prelimin- <br />ary design concepts, the 404 Permit Application form will be <br />prepared by MEC and submitted to tne Corps of Engineers for toeir <br />review-and action. <br />F. The final design of improvements will utilize U.S. Army Corps of <br />Engineers (COE) cri~eria as outlined in the engineering manual <br />Design and Construction of Levees (EMIIIO-2-1913 dated, March 31, <br />1978). Criteria of tne Federal Emergency Management Agency (FEMA) <br />will also be used where applicable. The requirements of the <br />Colorado Water Conservation Board (CWC8), as identified to MEC. <br /> <br />E. <br /> <br />wi'l also be considered. Conflicts in any criteria, as determined <br />by l~tC. will be resoh'ed at the direction of ENTITIES.
