9 11.13 The quant~ties listed in the Bid Proposal are approx~mate and are given only for use in comparing Bids and to indicate approximately the total amount of the Contract. The City does not expressly or by implicat~on represent that the actual amounts of work will correspond therew~th, but does call particular attention to the uncertainty in the quantities of the Work involved which cannot be predicted in advance. The Work under certain items may be materially greater or less than those given ~n the B~d Proposal as may be necessary in the judgment of the Project Manager to complete the Work contemplated in the Contract. An increase or decrease ~n the quant~ty for any ~tem shall not be regarded as grounds for a decrease or increase in the unit prices. PART 12- SUBMISSION OF BIDS 12.01 Each Bid shall be accompanied by the Bid Secur~ty and other required documents. One copy of the Contract Documents must be submitted with the B~d. 12.02 If the Bid ~s sent by ma~l, the sealed yellow envelope shall be enclosed ~n a separate ma~l~ng envelope with the notat~on "BID ENCLOSED" on the face thereof. 12.03 B~ds shall be subm~tted prior to the t~me and date set for rece~pt of Bids as ind~cated ~n the Inv~tation to B~d, or the modified time and date as ind~cated by Addendum. B~ds received after the time and date set for receipt of Bids will be returned unopened. Bidder shall assume full responsibility for timely delivery at the location designated for receipt of Bids. 12.04 Oral, telephone, or telegraph Bids are invalid and will not receive consideration. No Bidder may submit more than one Bid. Multiple B~ds under different names will not be accepted from one firm or association. Evidence of collusion among Bidders shall be grounds for exclusion of any Bidder who is a participant in any such collusion. PART 13 - MODIFICATION AND WITHDRAWAL OF BIDS 13.01 Bids submitted early may be modified or withdrawn by notice to the party receiving Bids at the place and prior to the time designated for receipt of Bids. Such notice shall be in wr~ting over the s~gnature of the Bidder or be by telegram; if by telegram, written confirmation over the signature of the Bidder must have been mailed and postmarked on or before the date and time set for rece~pt of Bids. It shall be so worded as not to reveal the amount of the or~ginal B~d. Bids may also be modified or w~thdrawn ~n person by the Bidder or an authorized representative provided he can prove his identity and authority.
