As a major project, the Arkansas River floodwaywas COrlstructed by the Pueblo Conservancy District in 1924_25 to provide flood protec- tion to the city fromflo,"s up to llD,DDO cubic feet per second. In August 1963 and January 1967, the Board of Pueblo County Commissioners edopted a zoning resolution which established standards to govern development in specified special flood plain districts along fountain Creek, Dry Creek, Wild Horse_Dry Creek, . , and the Arkansas River. In february 1968, the Pueblo City Coun- cil passed a similar zoning ordinance to serve the needs of the city. As a rasult of the earlier flood plain information reports furnished by the Corpe on fountain Creek (October 1968) and on Goodnight Arroyo, Dry Creek, and Wild Horse_Dry Creek (April 1969), the flood plains thus defined are now reflected in Pueblo's comprehensive land use plans which include basic crite- ria for effective flood plain management in the future. The technology of accurate river and flood forecasting is dependent upon adequate and timely rainfall and river stage data, and it is even more essential that such basic data be available, particularly rainfall reports, for areaa subject to flash flooding. Current funding restraints prevent Weather Bureau operation of the rela_ tively dense networks raquired. At present, the principel eervice the Weather Burea" Can provide is a general alert to the danger of flash flooding on the St. Charles River. This is done by means of forecaste of approaching storm system~ Or radar detection of imminent or occurring heavy rainfall. The capability of the eX- isting radar at Pueblo is limited to storm detection and tracking. Until this facility is improved, the evaluation of rainfall po- tential, accumulation, and intensity must depend upon immediate rcports from on-the-spot observers. 9
