<br />I <br /> <br />I <br /> <br />I <br /> <br />2 <br /> <br />I <br /> <br />We have completed our review of the data submitted with regard to the data <br />used to produce the effective FIRM and FBFM for the City of Boulder. The FIRM <br />and FBFM have been revised to modify the floodplain and floodway boundary <br />delineations of a flood having a I-percent chance of occurrence in any given <br />year (base flood) along the reach of Skunk Creek between Foothills Parkway and <br />Colorado Avenue in the vicinity of the UCBRP. The basis for this revision is <br />a channel modification project and the placement of fill in this area. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The 100-year floodplain and floodway boundaries along Skunk Creek have been <br />revi sed to reflect the data presented in the Love & Associates, Inc. report <br />and drawings referenced above. The portion of the UCBRP bounded by Skunk <br />Creek, Foothills Parkway, and Colorado Avenue has been redesignated as Zone C. <br /> <br />I <br /> <br />All profiles and Floodway Data Tables for the reach of Skunk Creek between <br />Foothills Parkway and Colorado Avenue, as shown in the effective FIS report <br />for the City of Boulder dated August 4, 1988, are no longer applicable as of <br />the date of thia letter. This LOMR hereby amends the currently effective FIRM <br />Panel 080024 0185 D and FBFM Panel 080024 0185, dated August 4, 1988. <br /> <br />I <br /> <br />I <br /> <br />A physical revision to FIRM Panel 080024 01B5 D is currently being processed <br />by the Federal Emergency Management Agency (FEMA) in order to incorporate <br />flood information along Gregory Creek. The aforementioned revisions will be <br />incorporated into this physical revision. <br /> <br />I <br /> <br />These modifications have been made pursuant to Section 206 of the Flood <br />Disaster Protection Act of 1973 (P.L. 93-234) and are in accordance with the <br />National Flood Insurance Act of 1968, as amended (Title XIII of the Housing <br />and Urban Development Act of 1968, P.L. 90-44B), 42 U.S.C. 4001-4128, and 44 <br />CFR, Part 65. <br /> <br />I <br /> <br />I <br /> <br />As required by the legislation, a community must adopt and enforce floodplain <br />management measures to ensure continued eligibility to participate in the <br />National Flood Insurance Program (NFIP). Therefore, your community must <br />enforce these regulations using, at a m1n1mum, the base (IOO-year) flood <br />elevations, zone designations, and floodways in the Special Flood Hazard Areas <br />as shown on the FIRM and FBFM for your community, including the aforementioned <br />floodplain and floodway boundary delineation modifications. <br /> <br />I <br /> <br />I <br /> <br />This response to your request is based on minimum floodplain management <br />criteria established under the NFIP. Your community is responsible for <br />approving all proposed floodplain developments, including thi s request, and <br />for assuring that necessary permits required by Federal or state law have been <br />received.
