This is in response to a letter dated January 13, 1989, from Mr. David J.
Love, Love & Associates, Inc., regarding the effective Flood Insurance Study
(FIS) report, Flood Insurance Rate Map (FIRM), and Flood Boundary and Floodway
Map (FBFM) for the City of Boulder, Colorado. Mr. Love requested that we
revise the effective FIS report, FIRM, and FBFM for the City of Boulder to
reflect the conditions approved in the conditional Letter of Map Revision
(LOMR) issued on October 28, 1988. The conditional LOMR was based on channel
modifications for Skunk Creek in the vicinity of the University of Colorado at
Boulder Research Park (UCBRP). In support of this request, Mr. Love submitted
the following:

In response to a telephone conversation on February 17, 1989, between
Ms. Nancy Love, Love & Associates, Inc. and a representative of our Technical
Evaluation Contractor, additional HEC-2 computer models were submitted which
analyzed the distribution of flows from Skunk Creek to the wetlands mitigation
area at the UCBRP.
