INTRODUCTION <br /> <br />1 . 1 Purpose <br />The purpose of this report is to describe the <br />hydrologic and hydraulic studies conducted to develop a <br />preliminary layout; and dl~siqn of a flood warning system for <br />the town of Cro()k, Colorado. This lreport was prepared for <br />the Colorado Water Conservation Board (CWCB), at their <br />request, to assist them in thEl development of a "Flood <br />Warning and Operat.ions Plan" fo,r the town of Crook. A flood <br />warning system is required because there is a manually <br />operated closure s.tructure included in the levee design. <br /> <br />1. 2 Scope <br />This study is limited to providing technical assistance <br />and direction to the State of Colorado and is not to be <br />regarded as a f:lnal desi.gn document. The hydrologic and <br />hydraulic analyses: used inl:ormat:ion that; had been developed in <br />earlier flood stud.ies on tbe South Platte River, including peak <br />discharge-frequency relationships and HEC-2 data files of river <br />cross sections. Hating curves we:re devE!loped using HEC-2, and <br />hydrographs were derived using HEC-l with Muskingum-Cunge <br />routing. <br /> <br />Also includ,ad in thi.s report is a listing of equipment <br />required to construct both manual and automated flood detection <br />devices, a descldption of the .:)peration of a flood warning <br />system, and a dil.cussion of the maintenance necessary to en- <br />sure the integrity of a flood wa~,ing system over time. <br /> <br />1. 3 Authority <br />Authority for this st:udy h; contained in section 22 of <br />Public Law 93-251 -- Water Resources Development Act of <br />1974, commonly referred to as "Planning Assistance to <br />States". Section 22 authorizes cooperat.ion with states in the <br />preparation of comprehensive plans for the development, <br />utilization and conservation of the water and related resources <br />of drainage basins located within the b()undaries of the <br />state. As amended by section 921 of the Water Resources <br />Development Act OlE 1986, e:lCpendH.ures in anyone state cannot <br />exceed $300,000 in anyone year. This study was funded as part <br />of the allotment for the state of Colorado during Fiscal Year <br />1990. A Plan of Work document, prepared. by the CWCB and <br />modified by subsequent communication, contains the specific <br />request to ini tia.te this stud~!r. pertiment proj ect documents <br />are contained in Appendix B. <br /> <br />1 <br />
