<br />- 15 - <br /> <br />,', <br /> <br />Although not evaluated, it is expected that the floodwater- <br />retarding and grade stabilization structures will have beneficial <br />effects on maintenance of the ground-water table and streamflows <br />by increasing the duration of flood flows. <br /> <br />f;,' <br />~ <br />~. <br />t <br /> <br />I <br />! <br />t <br />i <br />I <br /> <br />" <br /> <br />Benefits were evaluated and claimed only within the watershed. <br />In addition, there are downstream benefits, not evaluated, which will <br />accrue to the proposed project. <br /> <br />COMPARISON OF BENEFITS AND COSTS <br /> <br />The estimated installation cost of the proposed land treatment <br />measures for flood prevention (fire protection and control) and the <br />structural measures is ~826,739. This cost, when amortized over a <br />50-year period at 2.5 per cent interest, results in an annual equivalent <br />cost of $29,152. The average annual cost of operation and maintenance <br />is estimated at $4,679, making a total average annual cost of $33,831 <br />(Table 6). ~~en the project is completely installed and operating, <br />the estimated average annual benefits will amount to $48,567 (Table 7). <br />This results in a ratio of average annual benefits to costs of 1.44 to <br />1.00. <br /> <br />ACCOMPLISHING THE PLAN <br /> <br />~: <br />. <br />. <br /> <br />The measures outlined in the plan are to be installed during a <br />five-year project period. It is planned to complete the land treatment <br />phase of the program during the first three years of the project <br />period. The total amounts and costs of the measures to be installed <br />are shown in Table 1. <br /> <br />i <br />~. <br /> <br />Federal technical and financial assistance for carrying out the <br />works of irr,provement, as described in the work plan, will be provided <br />under authority of the Watershed Protection and Flood Prevention Act <br />(Public Law 566, 83d Congress, 68 Stat. 666) as amended. <br /> <br /> <br />I <br /> <br />Loan assistance is available to sponsoring organizations and to <br />individual farmers and ranchers through the Farmers Home Administration, <br />at current government rates, to finance their share of watershed <br />works of improvement. <br /> <br />r <br /> <br />The Extension Service will carry out the educational phase of <br />the program. Other Federal and State agencies concerned will <br />cooperate in establishing the works of improvement by providing <br />both technical and financial assistance. <br />
