<br />RECONSTRUCTION PLANNING <br /> <br />. <br /> <br />This phase marks the beginning of a planning and rebuilding process lhat will dominate <br />staff and political time for several years to come In the previous portions of this Annex, <br />you explored, in increasing detail, the damage caused by the flood and the fate of the <br />individual buildings. Now stand back and take a broader perspective The question you <br />will be asking here is: "What are the best uses of the floodplain in the community~" <br /> <br />A damaging flood gives you a chance to reconsider land uses in the floodplain. Post-flood <br />reconstruction planning can be linked to your community's Master Plan The Master Plan <br />includes recommendations for the location of future land uses including residential, <br />recreational, commercial and industrial development. The plan can also provide <br />recommendations to preserve certain areas ofland for non-intensive uses of the floodplain <br />such as parks, open space, conservation agriculture and recreational uses. Although not <br />required by state statute, a community's Master Plan may be amended to contain a <br />supplemental post-flood reconstruction plan. <br /> <br />A few suggestions to keep in mind as you start working on plans for rebuilding in your <br />floodplain. This series of decisions should be included in the city'sftown's master plan and <br />planning board participation is a must! <br /> <br />. <br /> <br />. Identify beneficial uses of the floodplain. <br />. Be sure new and repaired buildim!s are safe from flood damage. <br />. Avoid q:randiose plans. Rebuilding plans should address only the specific needs of <br />rebuilding. <br />. Understand and accept economic realities. Floods change the economics of doing <br />business. It is rarely possible to simply restore things exactly as they were. <br />. Work closelv with private sector. Remember that local governments plan, but the <br />private sec10r will do most of the rebuilding. <br />. During the rebuilding process it is possible to consider the possibility of reducing the <br />risks from other hazards. <br /> <br />. <br /> <br />27 <br /> <br />-' <br />
