State of Colorado 1276-DR-CO
Interagency Hazard Mitigation Team Report

July 1999

ISSUE: Development and construction in hazard areas

BACKGROUND: People continue to develop land in areas vulnerable to natural
disasters. Land use regulations and codes and standards exist, but
enforcement is sometimes lacking. There are known risks and
consequences associated with continued development of these land
areas.

RECOMMENDATIONS: Conduct community education meetings and local government
orientations on land use regulations and mitigation standards.
Educate leaders and the public on pre-disaster mitigation-
avoidance of vulnerable areas and hazard reduction. These include
land use planning and regulations, zoning and adherence thereof as
well as building codes and other standards. Emphasis should be on
cornmunity needs. Coordinate with Smart Growth and
Development Initiative.

LEAD AGENCY: Colorado Office of Emergency Management

PARTNER AGENCIES: Local jurisdiction-Planning and Building Departments
Colorado Department of Local Affairs

TIME FRAME: Conduct meetings on a regular and ongoing basis

IMMEDIATE STEP: Begin planning meetings by end of August 1999.

FUNDING: None needed

20
