<br /> <br /> <br />Stale of Colorado 1276-DR-CO <br />Interagency Hazard Mitigation Team Report <br /> <br />July 1999 <br /> <br />ISSUE: <br /> <br />BACKGROUND: <br /> <br />SHORT-TERM <br />RECOMMENDATION: <br /> <br />LEAD AGENCY: <br /> <br />PARTNER AGENCY: <br /> <br />TIME FRAME: <br /> <br />IMMEDIATE STEPS: <br /> <br />PROGRESS: <br /> <br />FUNDING: <br /> <br />LONG TERM <br />RECOMMENDATION: <br /> <br />Lack of affordable housing <br /> <br />Subslantial damage to affordable housing stock following this <br />disaster is a major concern. Permanent affordable housing that is <br />safe from flooding needs to be made available to displaced <br />individuals to insure a strong, growing community and economy, <br /> <br />Manufactured housing <br /> <br />Pursue the use of permanent manufactured housing in Otero <br />County, located oulside the 100-year floodplain, as a partial <br />solution to the short-term, immediate needs for housing due to <br />recent flood disaster. This addresses both the cost constraints <br />many homeowners face, as well as the delay/lack of contractors in <br />the area that is needed for traditional house construction. <br /> <br />Colorado Office of Emergency Management <br /> <br />Colorado Department of Local Affairs, Division of Housing <br /> <br />6-8 months for procurement of approximately 40 units <br /> <br />Coordinate with South Air Force Housing in Otero County to <br />acquire permanent units <br /> <br />Update progress in four (4) months <br /> <br />Interagency effort among: <br />Small Business Administration <br />Colorado Housing and Finance Authority <br />Colorado Department of Local Affairs <br />Financial institutions <br /> <br />Coordinate volunteer agencies such as Hope Worldwide, <br />Americorps, International Conference of Building Officials, Self <br />Help Ownership Program (Habitat for Humanity), etc, to help <br />construcl homes for low-income families. All logistical concerns <br />(lodging, transportation, etc) for these volunteer agencies must be <br />finalized after the details of the housing project have been <br />completed. <br /> <br />12 <br />
