Evaluating impacts of dam failure. - The hazards created by dam <br />failure include loss of human life and social, environmental, and <br />economic impacts. <br /> <br />(1) Loss of human life. - The following factors should be evaluated <br /> <br /> <br />when estimating the potential for fatalities resulting from dam <br /> <br /> <br />failure. <br /> <br />. The number and distribution of people residing or otherwise <br /> <br /> <br />located within the potential area inundated by dam failure and <br /> <br /> <br />the degree to which they would be threatened by dam failure. <br /> <br />The presence of public facilities within the potential area <br /> <br /> <br />inundated by dam failure that would attract people on a <br /> <br /> <br />temporary basis (e.g., improved campgrounds, State or National <br /> <br /> <br />parKs, etc.) requires special consideration. <br /> <br />. Type of flow conditions based on water depths and velocities, <br />rate of rise of the flood wave, duration of floodflow, and <br />special hazardous conditions such as the presence of surface <br />waves, debris flow or terrain conditions which may increase <br />potential for loss of lives. <br /> <br />The presence of an emergency action plan and/or a warning system <br /> <br /> <br />should not be substituted for safe design practice or for use in <br /> <br />reducing the potential for loss of life in the analysis for select- <br /> <br /> <br />ing the IDF. <br /> <br />9 <br />
