<br />" <br /> <br />'. <br />J <br /> <br />1.5 <br /> <br />" <br />i <br /> <br />address financing, detailed design engineering, preparation of contract docu- <br /> <br />ments and actual construction of improvements. <br /> <br />1 ,3 Funding <br /> <br /> <br />Funding for the preparation of the plan have been arranged by the CWCB <br /> <br /> <br />from the Colorado Department of Highways and the Colorado Department of Local <br /> <br /> <br />Affairs through two separate contracts with the City of Ouray. <br /> <br />1.4 Scope of Work <br /> <br />A Scope of Work was prepared by the CWCB in January 1981. Due to a very <br /> <br />limited study budget, the original Scope of Work had to be reduced and that <br /> <br /> <br />part of the work relating to Sky Rocket Creek was removed. A brief descrip- <br /> <br /> <br />tion of the work relating to the plan developed for Portland and Cascade <br /> <br /> <br />Creeks is presented in the following paragraphs. <br /> <br /> <br />The study began with the collection and review of available data. SLA <br /> <br /> <br />was aided in the task by the CWCB, City of Ouray, Colorado State Division of <br /> <br />~ <br />,OJ <br />> <br /> <br />Highways, County of Ouray and local citizens. Based upon initial review of <br /> <br /> <br />the available information, the extent and causes of the flooding and debris <br /> <br /> <br />problems were qualitatively evaluated and the plan for a field trip to <br /> <br /> <br />investigate the situation further was developed. The field trip was taken on <br /> <br /> <br />August 4 and 5, 1982, by a Senior Hydraulic Engineer and Senior Geologist/ <br /> <br /> <br />Geomorphologist from SLA. <br /> <br /> <br />Following the field trip, the hydraulic and hydrologic analysis phase of <br /> <br /> <br />the project began, This included estimation of debris loadings for various <br /> <br /> <br />frequency storms and calculation of the flumes' capacity to carry the debris. <br /> <br /> <br />These tasks were performed to quantify problems associated with the flumes and <br /> <br /> <br />to locate areas where improvements could be made, Also included in the <br /> <br /> <br />hydraulic analysis was an estimation of forces associated with debris <br /> <br />) <br />::. <br /> <br />/- <br />t-. <br />., <br />.- <br />, <br />, <br /> <br />impinging on structures. <br /> <br />After completing the analysis phase, various alternatives for attacking <br /> <br /> <br />the debris and flooding problem were studied. The alternatives were screened <br /> <br /> <br />and the most feasible studied further. Based on rough estimates of cost and <br /> <br /> <br />effectiveness of the alternatives, recommendations for the plan of improvement <br /> <br /> <br />were made. <br />
