The following summllrizes the field review. Selected
photographs have also been included.

Meeting with the county
. A meeting was held with Richard Gibbons, County Planner, and Ralph Falsetto, who
previously worked with the County and now works with National Parks. The meeting took
place in their offices.

. Tom Browning made introductions, explained the purpose of the meeting, reviewed
legislation supporting the designation process and described the designation process.

. The County is currently updating their Land Use Master Plan.

. The County is trying to digitize the FIRMs for inclusion in their GIS system. However, they
are having problems with the digitizing process, primarily because they are unsure what base
was used for the maps. There are many different Public Land System grids, and are having
troubles matching with their existing coverages.

. The USBR originally built Ridgway Reservoir as a flood control reservoir. However, the
USBR will not officially recognize flood control benefits. The floodplain maps on the
Uncompahgre River do not consider the effects of the reservoir. The County would like the
hydrology to consider the effects of the reservoir and the maps modified accordingly. Brian
Hyde, CWCB, has previously told the County that unless the dam is specifically operated for
flood control, then the hydrology should assume that the reservoir has no affects on flood
flows. CWCB will contact the USBR to discuss reservoir operations.

. The USBR is considering a new project, the AB Lateral Hydropower Facility, that would use
water from the Gunnison tunnel to generate power before it is discharged into the

<>

1019

montrose_co _fieldrpt.doc
November 13, 2000
