<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Memorandum to Mr. Ioannides <br />April 28, 1986 <br />Page 4 <br /> <br />FLORIDA AVENUE RUBBLE DAM <br /> <br />Physical Characteristics: <br />Approximately 6' drop. <br /> <br />Constructed of concrete rubble and rock stacked up across the river. <br />A concrete portage landing has been constructed on the right bank. <br /> <br />A pump station is located on the left bank, just upstream of the drop. <br /> <br />Analysis <br /> <br />1. <br /> <br />Navi~ility. There is no man-made boat chute through the dam, <br />but ere is a naturally washed-out "chute" along the left bank. <br /> <br />The drop is too nn.lch for beginner boaters, and although the water <br />pours througKln a smooth, even pattern, a large "hole" awaits the <br />boater at the bottom, then a long series of randomly-placed sharp <br />concrete chunks form a difficult obstacle course. <br /> <br />At high water level, the "hole" can be large enough to capsize <br />large rafts. <br /> <br />2. Rescue Compatibility. Rescue is difficult due to the fact that <br />often the chute (the majority of current spreads out through the <br />center of the river) leaves a difficult area to access with many <br />sharp chunks of concrete on the bank and in the bed of the river. <br /> <br />3. Cost and Ease of Construction. No boating improvements have been <br />constructed. <br /> <br />4. <br /> <br />Appearance. The dam is very unsightly, with tons of broken <br />concrete with rebar dumped in the river. <br /> <br />5. <br /> <br />~ration and Maintenance. The broken concrete catches trash and <br />e ris requiring periodic maintenance. <br /> <br />6. <br /> <br />The stacked concrete chunks are gradually shifted and rearranged <br />by the action of the water, requiring periodic reconstruction. <br /> <br />Stabili tih The structure is unstable. The water is gradually <br />eroding e rubble from the dam and depositing it downstream, <br /> <br />Other <br /> <br />Ve~ difficult for fish migration. Good signage and portage trails <br />have been installed, but portage landing has been eroded. <br />
