<br />1.2 Use of these Guidelines <br /> <br />The Guidelines are not intended as a set of inflexible rules but instead are offered for the <br />assistance of project sponsors and their consultants in planning, designing and constructing the <br />most cost-effective projects for the maximum benefit of Colorado water users. Project sponsors <br />and their consultants are encouraged to discuss any questions they may have regarding the <br />process or procedures outlined here with the CWCB staff. <br /> <br />Chapters 2 through 4 of these Guidelines deal with the preparation of planning studies. <br />General guidelines for the preparation of all planning studies are presented in Chapter 2. More <br />specific guidelines for reconnaissance studies and feasibility studies are found in Chapters 3 and <br />4 which were written for use by the consultants responsible for the preparation of the studies. <br /> <br />A reconnaissance study is generally conducted to obtain an overview of water resource <br />opportunities or problems for a particular study area. The reconnaissance study usually results <br />in the identification of several conceptual alternatives which are evaluated at a preliminary level <br />of detail. The reconnaissance study may precede the feasibility study for a particular project. <br /> <br />A feasibility study is a more detailed analysis of a limited number of alternatives or of <br />one selected alternative. The great majority of planning studies prepared for review by the <br />CWCB are feasibility studies. <br /> <br />After the planning study has been completed and a project is recommended by the CWCB <br />and authorized by the General Assembly, design and construction will begin.
