<br />Colorado Water Conservation Board <br />WATER PROJECT CONSTRUCTION LOAN PROGRAM <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose <br /> <br />The Colorado Water Conservation Board (CWCB) Water Project Construction Loan <br />Program provides low interest loans from the CWCB Construction Fund for the construction and <br />rehabilitation of water resources projects. <br /> <br />The CWCB Construction Fund has been available since 1971 when the Colorado General <br />Assembly decided that the State should assist financially in the development and maintenance <br />of water projects. As of 1993, a total of 114 locally-sponsored projects have received loans for <br />planning and construction from the Construction Fund. In addition, the staff has provided <br />technical assistance on about 80 water projects funded through the Department of Local Affairs. <br /> <br />These Guidelines describe the Water Project Construction Loan Program, the desired <br />content of project planning studies submitted to the CWCB, and administrative procedures for <br />construction of a CWCB-financed project. They are based upon generally accepted practices <br />for sound planning, design, and construction of water resource projects. The consulting firms or <br />individuals responsible for the planning, design, and construction activities are expected to <br />develop analytical procedures which are appropriate for a particular analysis or project. <br /> <br />The Guidelines have been written to assist the project sponsor and the consultant with the <br />loan application process and with planning and implementing a cost-effective project for <br />maximum benefit to Colorado water users. Project sponsors and their consultants are encouraged <br />to consult frequently with the CWCB staff during planning, design, and construction. The <br />process and procedures outlined here are intended to be as flexible as possible and to be <br />responsive to the needs of the project sponsor. <br /> <br />1 <br />
