<br />Annually, Morgan County, is subject to severe thunderstorm activity, producing riverine
<br />flooding and sheet flooding, that threaten the lives and properties of
<br />it's communities, From June through August of 1997, Morgan
<br />County received heavy precipitation, Many sections endured
<br />considerable flood damage, Both unincorporated areas and
<br />incorporated communities were affected by flooding, especially the
<br />communities of Weldon a, Fort Morgan and Hillrose, Weldoila is
<br />approximately 80 miles northeast of Denver and 12 miles northwest
<br />of Fort Morgan, Weldona's population is approximately 150, while
<br />the population of Fort Morgan is over 12,000, Prior to the
<br />Presidential Disaster in July, the community of Weldona experienced 1997 Weldona Flood
<br />street flooding June 2, 1997, when 18 inches of water flooded parts
<br />of town,

<br />On July 30,1997 (DR-1186-CO), a six-block area (approximately 80 percent of the community
<br />of Weldon a) was inundated by flood water due to a breach of the Riverside Canal. As a result of
<br />the runoff generated in Schaefer Draw, and one of its unnamed adjacent tributaries, a breach
<br />occurred to the Weldon Valley Ditch and Riverside Irrigation Canal that transect the watershed,
