C. Project Title: Flood Mitigation and Flood Proofing
C(l). Flood Proofing Activities

Project Description:

In recent years (1994 and 1997), recurring street flooding in business districts has caused
repetitive damage to the communities of Brush and Fort Morgan, In past years business owners
have lived with this nuisance flooding, The Cities of Fort Morgan and Brush have worked to
mitigate the problem while continuing with business and have spent community resources,
knowing that another annual flooding event is imminent. The objective of this project is to
develop a flood mitigation program to mitigate the repetitive annual flooding in the business
districts that continues to cause structural damage and loss of business productivity, Both
communities are participants in the National Flood Insurance Program (NFIP), and the Project
Impact partnership will allow the business communities to function efficiently on their own, As
part of the Project Impact strategy Morgan County, in partnership with the Colorado Water
Conservation Board, would utilize approximately $20,056.34 of Flood Mitigation Assistance
Program (FMAP) funds to undertake flood proofing activities in these two communities, The
communities would identify a business, non-profit or residential site, as a demonstration site,
Individual action considered would be to flood proof doors and windows, block basement
windows, elevate mechanical/electrical equipment, and install anti-backflow devices in floor
drains, Both of the communities would provide matching funds,

Benefits: Reduction of70% in Insurance Damage Claims

Project Actions Include:

. Identify potential project demonstration locations in Fort Morgan and Brush,
. Verify potential partners as NFIP participants,
. Ascertain that potential partners are NFIP insurable,
. Identify other flood proofmg areas,

Potential Community Partners:

Federal Emergency Management Agency (printed information)
Colorado Water Conservation Board (planning/consultation)
Morgan County Office of Emergency Management (coordination of project)
Morgan County Planning and Zoning (planning)
City of Fort Morgan (Cash match, project partner)
Fort Morgan Chamber of Commerce (project partner)
City of Brush (Cash match, project partner)
Brush Chamber of Commerce (project partner)
Brush Boy Scout Troop (project support)

17
