<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />INTRODUCTION <br /> <br />This report contains the recommendations of the Region VIII <br />Intergovernmental Hazard Mitigation Team following the Presi- <br />dentially declared disaster of July 15, 1982 for Larimer County, <br />Colorado. These recommendations are being provided to the Fed- <br />eral Emergency Management Agency Regional Director, agencies <br />that are party to the Interagency Agreement, as well as to the <br />affected state and local governments. <br /> <br />PURPOSE OF REPORT <br /> <br />The recommendations of the team are intended to provide the frame- <br />work for flood hazard mitigation during the recovery and recon- <br />struction process as a means of reducing the potential for future <br />flood losses. <br /> <br />OVERVIEW <br /> <br />In the light of huge and continuous expenditures for structural <br />solutions to flood problems, and due to the fact that flood los- <br />ses continue to escalate, a shift toward a comprehensive, coordi- <br />nated approach to flood plain management which incorporates a <br />range of expertise has been adopted. This report transmits sug- <br />gestions and recommendations which emphasize nonstructural approa- <br />ches toward mitigation while recognizing that no one set of tech- <br />niques is adequate by itself. <br /> <br />An Office of Management and Budget memorandum, dated July 10, 1980, <br />provides the basls for the establlshment of regional, interagency <br />and intergovernmental hazard mitigation teams designed to promote <br />a comprehensive approach to flood hazard mitigation during the <br />post-flood recovery process. These teams were then formed under <br />the Interagency Agreement for Nonstructural Damage Reduction Mea- <br />sures of December 15, 1980. The Office of Management and Budget <br />directive requires that a report be prepared by the team within <br />15 days of a Presidential disaster declaration, that the mitiga- <br />tion activities recommended in the report emphasize nonstructural <br />measures, and that federal agencies conform their recovery actions <br />to the recommendations of the report to the fullest extent practi- <br />cable. <br /> <br />The report is considered to be a conceptual guide for all federal <br />agencies providing recovery assistance in the disaster. An inter- <br />agency task force in Washington, D.C. was also established by the <br />Interagency Agreement. That national-level task force is avail- <br />able to coordinate activities and facilitate funding for implemen- <br />ting the recommendations in this report. <br /> <br />1 <br />
