<br />stonn or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve stonn or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies oflocaljurisdictions; and <br /> <br />CONSISTENCY WITH PREVIOUS FLOODPLAIN STUDIES <br /> <br />WHEREAS, the detailed floodplain information for the Roaring Fork River contained in said <br />new report dated November 14, 2001 for the Town of Basalt and adjacent areas of nnincorporated <br />Eagle County and unincorporated Pitkin County revises and is, therefore, inconsistent with the detailed <br />floodplain infonnation for Roaring Fork River contained in Resolution No. 524; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />WHEREAS, said new report is based on hydrologic infonnation that was completed by the <br />U.S. Army Corps of Engineers using a regional analysis of stream gage data within the Roaring Fork <br />basin, and is consistent with the hydrologic infonnation that was used as the basis of all previous <br />detailed floodplain information for the Roaring Fork River in the vicinity ofthe Town of Basalt; and <br /> <br />WHEREAS, water surface elevations for the 100-year flood frequency and other frequencies <br />for the studied stream reach were computed using the Corps of Engineers backwater computer model <br />HEC-RAS assuming unobstructed flow; and <br /> <br />WHEREAS, the Roaring Fork River split flow at the Highway 82 Upper Basalt Bypass Bridge <br />was first modeled using a two-dimensional hydraulic model to increase the accuracy of the final one- <br />dimensional flow model; and <br /> <br />WHERAS, an area known as River Oaks Subdivision was studied in greater detail using 17 <br />new surveyed cross-sections that showed the channel bed to be nearly 4 feet higher than bed elevations <br />presented in Resolution No. 105; and <br /> <br />WHEREAS, the detailed 100-year floodplain infonnation for the Roaring Fork River in said <br />new report meets the requirements listed under the Board's "Rules and Regulations for the Designation <br />and Approval of Floodplains and of Stonn or Floodwater Runoff Channels in Colorado" (2 CCR 408- <br />1); and <br /> <br />WHEREAS, the Town of Basalt and Pitkin County should continue to regulate new <br />development and construction in floodplain areas on a case-by-case basis based on the infonnation <br />presented in said new report, or based on the best available floodplain infonnation that is accessible to <br />the COWlty; and <br /> <br />3 <br />
