<br />State oHicials Monday presented the
<br />owner of the historic Taylor Ranch with a
<br />sa million "proposal," as rt.'Sidents of the
<br />San Luis Valley got their day in court in a
<br />decades-old fight to regain the right to use
<br />the ranch land.
<br />Jim Lochhead, chairman of Sangre de
<br />Cristo Land Grant Commission and execu-
<br />tive director of the Colorado Department
<br />of Natural Resources, sent Zachary Taylor
<br />

<br />million for the remaining 53,000 acres of
<br />the ranch. Taylor sold 23,000 acres in Au-
<br />gust.

<br />the proposal was timed to coincide witn
<br />the start of the litigation, noting that if
<br />Taylor loses this court battle the value of

<br />community," Kenyon said.

<br />tions of a wild and woolly winter. Fore-
<br />casters now believe Colorado residents
<br />might have to weather a potentially fero--
<br />dous fall flood season first.
<br />A series 01 storms that brought heavy
<br />rains, hail and dangerous winds to the
<br />Western Slope over the weekend may be
<br />a sign of things to come. Hurricanes
<br />building over the Pacific Ocean and an
<br />unusually stable band of monsoon mois-
<br />ture streaming up from the Gulf of Mexi-
<br />co are threatening to collide over the
<br />southwestern U.S. in the coming weeks.
<br />"These systems have been meeting
<br />somewhere over New Mexico and bring-
<br />ing the unsettled air straight up over us,"
