-.
..

.

.

1

(a) It maintenance to the system has to be carried out a
3D-day review by CHS will be required;

(b) Nationally published structures could encourage visitation
by individuals who could impact the operating easement
rights with landowners; and

(c) Reasons of additional insurance requirements and
liabilities, if accidents happened.

Mr. Hokit indicated that the proposed inclusion of the canals

to the National Register would be discussed by the CHS board on

July 26, 1985.

We have discussed the matter also with Caren Paterson of CHS
who however indicated to us the advantages of having the canals
listed which could be (a) a prestigious matter and (b) possibility

I
,
I

of federal grants being made for maintenance and repair purposes.
Ms. Paterson also indicated that an emergency maintenance problem
would not in effect exist because of specific provisions to the
statutes that allows immediate repairs. She is not sure that the
inclusion of the canals to the Register would be discussed by the
CHS Board mainly due to the high local opposition. Also Ms.
Paterson said that she expects that the Association, if their
canals are not included in the Register will have to work with the
Bureau of Reclamation when repairs are necessary and if some of the
materials of existing structures would have to be replaced, a
photographic record should be created before any replacement takes
place.

As indicated above the Association is strongly opposed to a
possible inclusion to the Register.

-2-
