<br />CHAPTER I <br /> <br />INTRODUCTION <br /> <br />Authori zati on <br /> <br />This study of drainage problems in the Niver Creek basin is authorized <br />under the terms of a contract dated 18 September 1972, between Engineering <br />Consultants, Inc., Denver, Colorado, and the lkban Drainage and Flood Con- <br />trol District, the City of Federal Heights, Colorado, the City of Thornton, <br />Colorado, and Adams County, Colorado. Notice to proceed was given in a <br />letter from the District, dated. 6 November 1972. <br /> <br />Purpose and Scope <br /> <br />The purpose of the study is to define the drainage problems of the Niver <br />Creek basin, and develop and evaluate alternative ways to reduce or eliminate <br />them. The study is divided into two phases, A and B; Phase A is the develop- <br />ment of alternative plans, and Phase B is the preliminary design of the selected <br />alternative.
