~

surface upstream, and It Is unlikely that debrIs would block any of
these bridges. On the Gunnison River, there Is one very old bridge.
It has no center piers to collect debris, and Is not considered
obstructive to floodflows.

I

r

Flood Damage Reduction Measures - Local Interests have constructed
levees on the south bank of the Colorado River downstream from the
mouth of the Gunnison River to provide some protection to residents
In the Connecticut Lakes area. Low dikes have also been constructed
along Riverside Park on the north bank of the Colorado River upstream
from the Grand Avenue bridge.

During the 1957 flood, the U.S. Atomic Energy Commission constructed
a levee along the east bank of the Gunnison River, which affords protec-
tion to Its Installation.

The COlorado River basin reservoirs, Including Granby, Green
Mountain, DI I Ion, WII I lams Fork, Vega, and Ruedl, are operated for water
conservation purposes and consequently provide only Incidental flood
protection to the Grand Junction area. This Incidental storage, trans-
mountain diversion, and Irrigation uses have served to reduce peak
flows for very large floods In the study area.

Similarly, In the Gunnison River basin, Taylor Park and Morrow
Point Reservoirs provide Incidental flood protection to the Grand
Junction area. Paonla and Blue Mesa are being operated so as to afford
addItional flood control based upon forcastlng snowmelt runoff condi-
tIons. Regulations are being drafted by the Corps of Engineers and
the U.S. Bureau of ReclamatIon to define the actual operation of these
latter two reservoirs.

Other Factors and Their Impacts

Flood warning and forecasting - The NatIonal Oceanic and Atmospheric
Administration (NOAA) through Its National Weather Service, maintains
year-round surveil lance of weather and flood conditions. Flood fore-
casts for the Colorado and Gunnison Rivers are prepared during periods

7
