The conversion of RVs to permanent structures in a SFHA is very dangerous and highly discouraged. <br /> <br />. If RVs are converted to permanent structures, local communities who participate in the NFIP <br />should regulate these former vehicles in accordance with existing manufactured housing regulations. <br /> <br />. The State should adopt specific and comprehensive regulatory standards discouraging the <br />permanent installation of RVs in parks, particularly in SFHAs. <br /> <br />. Consideration should be given to expanding current Manufactured Home Park ordinances to cover <br />recreational vehicle parks, <br /> <br />. Tanks should be anchored and filled to decrease floatation tendency. <br /> <br />. EM and tank suppliers should provide technical assistance concerning anchoring and other safety <br />features. <br /> <br />. Service valves should be turned off if the threat of flooding is imminent. <br /> <br />. The State Agriculture Department, responsible for propane tank placement permilling, should <br />adopt and enforce standards requiring all above ground tanks be anchored and protected, as required <br />by current flood prevention ordinances. <br /> <br />. As required in new construction, all externally mounted air conditioning compressors and other <br />mechanical/electrical devices should be elevated and secured to a level above the BFE. <br /> <br />. Moving or raising other utilities and electrical terminals should be encouraged, particularly in SFHAs. <br /> <br />. Multi-Hazard Mitigation Issues <br /> <br />. The DOl, in conjunction with EM, should review the current codes addressing development in the <br />floodplain to ensure consistency with FEMA regulations. <br /> <br />. EM should continue to provide technical assistance to local governments emphasizing the <br />opportunity to push for stronger flood ordinances and building codes and standards. <br /> <br />. The State and local governments should initiate a publicity campaign aimed at increasing the <br />awareness of the importance of enhanced building codes and standards, <br /> <br />. Professional trade groups and community officials should attend upcoming Hazard Mitigation <br />Workshops and training sessions provided by the State and FEMA. <br /> <br />. To prevent sewer system infiltration by storm water, communities should consider waterproofing <br />manholes and lift stations, elevating sewage access ports, and installing backflow preventor valves. <br /> <br />Page 36 <br />
