A Multi-Faceted Approach to Floodplain Management <br /> <br />. All communities with SFHAs within their jurisdictional boundaries are strongly encouraged to <br />participate in the NFIP. <br /> <br />. For those communities who refuse to participate in NFIP, existing State building codes should be <br />expanded to explicitly address the regulation of unsound floodplain development practices. <br /> <br />. The State, in partnership with FEMA, should lead an effort to improve the education of the public, <br />the insurance community, and local government officials about flood insurance eligibility. <br /> <br />. Insurance agents should have the requisite knowledge and skills to write enforceable NFIP policies. <br /> <br />. The use of the Marshall and Swift Residential Estimator Program should be incorporated into the <br />State's early recovery effort following all natural disasters when requested by local building inspectors. <br /> <br />. Local flood ordinances should include a remapping provision stipulating the legal compliance with <br />preliminary findings (prior to the mandatory compliance rule associated with amended FIRMs). <br /> <br />. The State, working with local governments, should identify additional communities with highly <br />inaccurate FIRMs that received significant flood during Hurricane Fran. The State should urge FEMA <br />to prioritize these locations for re-mapping. <br /> <br />. Communities should be encouraged to tag high water marks and record the data on existing <br />community maps, including, if available, a geographic information system. <br /> <br />. The State should work with all North Carolina communities to expand the incorporation of building <br />inventories and flood inundation levels into local and EM geographic information systems. <br /> <br />. The State, in conjunction with local governments, should work to improve the enforcement of <br />existing floodway regulations, and encourage non-participating communities to join the NFIP. <br /> <br />. The State should continue to encourage communities to adopt standards that exceed minimum <br />NFIP requirements. <br /> <br />. At a minimum, local ordinances should require that new or replacement manufactured homes be <br />installed at or above the flood levels reached during Hurricane Fran, the BFE, or three feet above <br />the highest adjacent grade, whichever is greater. <br /> <br />. An elevated manufactured home in a SFHA should be supported by reinforced piers or other <br />foundation systems of equivalent strength. <br /> <br />. The DOl should adopt state-wide regulations requiring a safe installation standard for manufactured <br />homes in the floodplain. <br /> <br />Page 35 <br />
