This results in more entities than before, becoming involved and cooperating with the DOW on
wetlands conservation, thereby, the DOW making long tf:rm commitm~:nts.

It was noted earlier, but should be emphasized, that ~~ wetlands conservation project will get
long term protectio!!, where perpetuilly is the ideal to strive for, and at a minimum, twenty years of
protection will be required. In Stage 2 of the Long term Protection Process, long term protection
is obtained through fee title purchase, conservation easements, or conS<l1Vationleases, Fee title
purchase by the DOW will be accomplished through the n~gulJIr acquisition process or through
the Request For Proposals (RFP) process described in ATTACHMENT P.

Because the WI is a component of the WP, there is the potential for expansion. Alreaay the cost
offunding the projects proposed to date exceeds the anticipated funding amount and this will be
the case for many years to come. If nothing else, the potential exists to expand the WI by adding
a second phase once this first phase is completed.

21
