<br />goals is to enrich the natural resources under its stewardship by making the investments to better <br />understand their ecology and to maintain and improve the resources under its care. The CNAP <br />has worked in partnership with local, state and federal agencies and private citizens to identilY and <br />protect Colorado's special places - places that are home to rare plants and .nim.I., places that <br />support excellent examples of plant communities that are rare or representative of our state. <br />CNAP has completed an inventory of wetlands on all State Parks, including opportunities to <br />acquire, restore, enhance and create wetlands at each park <br /> <br />3) Please discuss and document that the partners can complete the proposed transaction in a <br />timely manner. <br /> <br />Clearly the DOW is the Partner responSIble for project coordination, implementation, oversight, <br />and reporting, as well as monitoring and evaluation coordination. Currently, the DOW is <br />preparing for this challenge by anticipating and stre.mlining procedures and processes that will <br />deal with these activities, such as contracting, water rights issues, project tracking, and more, thus <br />assuring the WI Project will be completed in a timely manner. The Selection Process will select <br />for projects that will be substantially completed by 1999. <br /> <br />B. Demonstrable Stewardship <br /> <br />As noted above, the goals and objectives of the WI will be achieved incrementally by means of <br />wetlands conservation projects throughout the State. The DOW and the Partners have not only <br />the ability to complete these projects, but, also the ability to secure stewardship and <br />operation/maintenance funds for each of the projects. State Parks, The Nature Conservancy, and <br />the DOW, are in the business of providing stewardship and operation/maintenance for open space <br />(parks, preserves, state wildlife areas). The DOW will work with the Partners, including GOCO, <br />to secure long term protection and operation and maintenance funds. The DOW will work with <br />third parties in acquiring lands (addressing issues surrounding the possible diversion of funds, as <br />necessary). <br /> <br />The WI Selection Process addresses the issue of stewardship head-on for each and every project. <br />It selects for projects that provide for stewardship and operation/maintenance and it <br />acknowledges the GOCO Stewardship Policy and requires that projects comply. This means that <br />a project proposal must provide for stewardship in the form of a plan that includes identification <br />of funding and responSIble parties. <br /> <br />C. Sustainability <br /> <br />The WI is part of the larger WP which will continue after the completion of this project. The <br />DOW has participated in wetlands conservation for many years. What is different now, is the <br />LRP direction to protect wildlife habitat, such as wetlands, and related species (such clear <br />direction did not exist prior to adoption of the LRP). Also different is the comprehensive and <br />more inclusive approach to wetlands conservation, i.e., all wetland types are being considered. <br /> <br />20 <br />
