<br />EMERGENCY PREPAREDNESS PLAN BRIEF <br />HORSETOOTH DAMS AND RESERVOIR <br /> <br />INTRODUCTION <br /> <br />The President has directed that inundation maps and emergency <br />preparedness plans (EPP) be prepared for all Federal dams, whose failure <br />would endanger life or cause substantial property damage. As part of <br />this directive, the Bureau of Reclamation (Bureau) is developing EPP <br />Briefs to be presented primarily to the civil defense and local law <br />authorities who are responsible for warning and evacuating downstream <br />residents during a flood, dam failure, and other emergencies. <br /> <br />This EPP Brief summarizes the Bureau's EPP for Horsetooth, Soldier <br />Canyon, Dixon Canyon, and Spring Canyon Dams, and Satanka Dike. It <br />describes the emergency situations and notification procedures by which <br />civil defense and local law enforcement authorities will be contacted by <br />Bureau personnel. This brief contains <br /> <br />--a Communications Summary Sheet which graphically shows <br />fi cat ion procedures used by Bureau personnel in <br />situations, <br /> <br />the noti- <br />emergency <br /> <br />--a Communications Directory which lists the names and telephone <br />numbers of people who would be directly involved in an emergency, <br />and <br /> <br />--inundation maps which graphically show the areas that would be <br />flooded as a result of a dam failure during a probable maximum <br />flood. (A probab 1 e max imum flood is the 1 argest flood that can <br />occur. A probable maximum flood is defined as being in excess of <br />a 10,OOO-year event.) <br /> <br />The Bureau has prepared this brief and inundation maps to assist <br />civil defense and local 1 aw enforcement authorities in their emergency <br />preparedness plans and evacuation efforts during flood flows being <br />released from the dam, dam failure, and other emergencies described in <br />thi s brief. <br /> <br />PURPOSE AND DESCRIPTION OF THE DAMS, DIKE, AND RESERVOIR <br /> <br />Horsetooth Dam(s), dike, and reservoir lie west of Fort Collins and <br />extend 1.5 km (5 mil south to 1.2 km (4 mil northwest of Fort Collins. <br />The dam is a major feature of the Colorado-Big Thompson Project. <br />Surplus waters from the Upper Colorado River are diverted to the <br />South Platte River Basin for supplemental irrigation and power <br />generation. <br /> <br />The Colorado-Big Thompson Project and appurtenant features are <br />administered by the South Platte River Projects Office located in <br /> <br />1 <br />
