Haynes
City Engineer
City of Colorado Springs
P. O. Box 1575
Colorado Springs, CO 80901

Re: Resolution of Community
Evaluation Issues

Dear Hr. Haynes:

In your letter of January 9, 1984, you stated you were
providing a partial answer pending further discussions with
the City Attorney.

We are keenly interested in completing the review and
resolving outstanding findings. I reiterate our concern
expressed in our letter of September 12, 1983 that the City's
Ordinance #74-94 on floodplain controls and overlay zoning
requirements does not meet Federal regulatory requirements
for participation in the National Flood Insurance Program at
60.3(b). The City needs to adopt provisions of 60.3(b) that
will bring the Ordinance into minimal compliance with Federal
regulations.

Item #3 in the September 12, 1983 letter refers to structures
where a permit for a building is issued following adoption of
the ordinance requiring such elevation data.

Please advise this office by March 1, 1984 of the City's
actions. Also please advise us on your conclusions on the
Marlow Circle structures.

Sincerely yours,

lit'/ ~1f c

Fred Metzler
Community Planner

cc: Melinda Hulsey
Arian Hyde
Irv Glassman
