(i) Obtain the elevation of the lowest floor <br />(including basement) of all new or substantially <br />improved structures and whether or not such <br />structures contain a basement. <br /> <br />(ii) Obtain the elevation to which all new <br />construction and substantial improvements of <br />non-residential structures have been floodproofed. <br /> <br />(iii) Maintain a record of all such information <br />with the designated official. <br /> <br />4. Notify adjacent communities and the Colorado Water <br />Conservation Board prior to any alteration or relocation <br />of a watercourse and submit copies of such notifications <br />to the Administrator of FEMA. <br /> <br />5. Assure that the flood carrying capacity within the <br />altered or relocated portion of any watercourse is <br />maintained. <br /> <br />6. Require that all mobile homes to be placed within <br />Zone A of the City's FHBM to be anchored to resist <br />flotation, collapse, or lateral movement by providing <br />over-the-top and frame ties to ground anchors. <br /> <br />These provisions would meet the 60.3(b) requirements. We <br />recommend that you consider the 60.3(d) ordinance (sample <br />enclosed) since it will ultimately be required for Regular <br />Program participation. We tentatively expect the Preliminary <br />Flood Insurance Study to be available to the City after <br />February 1, 1984. Approximately one year later adoption of <br />the 60.3(d) Ordinance would be necessary. <br /> <br />We reviewed the files on permits approved for floodplain <br />properties. The files documented by correspondence, <br />enforcement of ordinance requirements upon applicants. We <br />recommend use of a permit form to document city actions. An <br />example of such form is included in the enclosures. Also an <br />Elevation Certificate, FEMA 81-31 (enclosed), must be <br />completed for all properties granted permits for floodplain <br />construction. The enclosed Guide for community Permit <br />Officials should provide guidance in the adminlstrative <br />procedures for floodplain management. <br /> <br />Finally, a review was made of a number of subdivisions <br />approved in recent years. While earlier subdivision files <br />did not document a floodplain review, more recently, the City <br />
