"lid 1:)0-' <br />, ,]D') <br /> <br />Dear Mr. Fellows: <br /> <br />This is to fOllow-up on meetings held on May 24th and <br />July 28th with Mr. Gary Haynes to evaluate the effectiveness <br />of the City's floodplain management program for National <br />Flood Insurance Program (NFIP) eligibility. We appreciated <br />the time and effort Mr. Gary Haynes accorded to Mr. Fred <br />Metzler of my staff, to provide a comprehensive briefing on <br />the City's efforts to promote wise use of the floodplains. <br /> <br />The City's Ordinance #74-94 relating to floodplain controls <br />and the overlay zoning requirements for floodplains does not <br />meet regulatory requirements. To insure minimum compliance <br />it must include: <br /> <br />1. All subdivision proposals and other proposed new <br />developments greater than 50 lots or 5 acres, are to <br />include base flood elevation data. <br /> <br />2. The city must obtain, review, and reasonably utilize <br />any base flood elevation data available from a Federal, <br />State, or other source until such other data has been <br />provided by the Federal Emergency Management Agency. <br /> <br />a. Such criteria shall be used for requiring that <br /> <br />(i) All new construction and substantial <br />improvements of residential structures have <br />the lowest floor (including basement) elevated <br />to or above the base flood level, and <br /> <br />(ii) All new construction and substantial <br />improvements of nonresidential structures have <br />the lowest floor (including basement) elevated <br />or floodproofed to or above the base flood <br />level. <br />
