<br />"Flood" or "f1oodi~" means a. general and temporary condition of partial
<br />or complete InundatlOn of nonnally dry land arcas from:
<br />
<br />(1) the overflow of inland or tidal waters; and/or
<br />.(2) the lDlusunl am] rapid aCClDnulation or rlDloff of surface
<br />waters from any sourcc.
<br />
<br />"Flood Hazard BOlDld?~Map" (FImM) means the official map issued by the
<br />Federal Hllergency ~Ianagemcnt Agenc)' where the arcas 0 r special flood hazard
<br />have been designated "Zone A.II
<br />
<br />"Habitable floor" means any floor usable for living pUfJXJses, which in-
<br />cludes worklng, sleeping, eating, cooking or recreation, or a comhination
<br />thcreof. A floor used only for storage purposes is not a "habitable
<br />floor. "
<br />
<br />''Hobile I-Iome" means a detached single-family housing unit with all the
<br />following characteristics: (a) designed for a long-term occupancy and
<br />containing sleeping accorrnnodations. a flush toilet. a tub or shower bath,
<br />and kitchen facHi tics, and has pltnnhing ami electrical connections pro-
<br />vided for attaclunent to outside systems; (h) designed to be transported
<br />after fabrication, on its own "heels, or flathed, other trailers or de-
<br />tachable wheels; ee) arrive at the site where it is to be occupied as
<br />a complete unit and is ready for occupancy except for minor and inciden-
<br />tal unpacking and assembly operations, location on foundation supports
<br />or jacks, undcI1Jinncd connections to uti1ities and the like; (d) ex-
<br />ceeding either eight (8) feet in width or thirty-two (32) feet in length,
<br />excluding towing gear and bumpers; and (e) is without motive power.
<br />
<br />"Structure" means a walled and roofed building or mobile home that is
<br />prlnclpally above ground.
<br />
<br />"Substantial improvement" means any repair, rcconstnlction, adllition,
<br />alteratIon, or Improvement or il structure \vhich either increases the
<br />gross floor area of the structure or the cost or which equals or exceccls
<br />SO pcrc.ent of the_market va.lue of the stnlcture either:
<br />(1) he[ore the improvement or I"('pa i r is started; or
<br />(2) if the structure has been dmnaged and 15 heing restored.,
<br />before the damage occurred.
<br />
<br />ror the purpose of this definition "suhstnntinl improvement" is cons.idered
<br />to occur when the first altcrntion of any wall, ceiling, floor, or other
<br />structural part or the building conullenccs, whether or not that a1 teration
<br />affects the external dimensions of the structure.
<br />
<br />The tenn does not, however, include either:
<br />
<br />(1)
<br />
<br />any project for improvement of a structure to comply with
<br />existing State or local heal th, sanitary, or safety code
<br />specifications which are solely necessary to assure safe
<br />living conditions; or
<br />
<br />any alteration of 3. structure listed on the National Register
<br />of Historic Places or a State Inventory of Historic Places.
