1. 3 STATFMFNT or PURPOSE It is the purpose of this ordinance to promote. the public heal th, safety, and general welfare, and to minimize public and private losses due to flood conditions in specific arcas by provisions designed: (1) (2) (3) (4) (5) To protect htmlan 1 ife and health; To minimize expenditure of public money for costly flood control projects; To minimize the need for rescue and reI icf efforts associated with flooding and generally undertaken at the expense of the gen- eral public; To mimimize prolonged business interruptions; To mimimize damage to puhlic faci.lities and utili.ties such as water and gas mains, electric, telephone :md sewer lines, streets and bridges located in areas of special flood hazard; To help maintain a stable tax hase by providing for the appro- priate use and development or areas of special flood hazard so as to minimize future flood blight areas; To insure that potential buyers are notified that property is in an area of special flood hazard; and To ensure that thos0 who occupy the areas of special flood hazard assume responsibility for their actions. (6) (7) (8) 1. 4 ME1HJDS OF REruCING FLOOD LOSSES In order to accomplish its purposes, this ordinance includes methodg and provisions for: (1) Restricting or prohibiting uses which are dangerous to health, safety, and property due to water or erosion hazards J or which result in damaging increases in erosion or in flood heights or velocities; (2) Requiring that uses vulnerable to floods, including facilities which serve such uses, be protected against flood damage at the time of initial construction; (3) Controlling the a1 terat ion or natural floodpl ains, stream chnn- neIs, and natural protective barriers, '\lhieh help accoTTUllodate or channel floodwater~; (4) Controlling filling, grading, dredging, and other development which may increase flood damage; and (5) Preventing or regulating the construction of flood barriers which will unnaturally divert floodwaters 01' which may increase flood hazards in other areas. SECTION 2. DErINITIONS Unless specifically defined below, words or phrases Uged in u1is ordinance shall be interpreted so as to give them the meaning the)' have in carrunon usage and to give this ordinance its most reasonable application. "Area of special flood hazard" means the land in the floodplain wi thin a CommunIty subject to a one percent or greater cnance of flooding in any given year. "Base floodll means the flood having a one percent chance of bcing equalled ar exceeded in any given year. "Base flood elevation" means the water surface elevation, in relation to mean sea level, of a base flood.
