<br />1. 3 STATFMFNT or PURPOSE <br /> <br />It is the purpose of this ordinance to promote. the public heal th, safety, <br />and general welfare, and to minimize public and private losses due to <br />flood conditions in specific arcas by provisions designed: <br /> <br />(1) <br />(2) <br />(3) <br /> <br />(4) <br />(5) <br /> <br />To protect htmlan 1 ife and health; <br />To minimize expenditure of public money for costly flood control <br />projects; <br />To minimize the need for rescue and reI icf efforts associated <br />with flooding and generally undertaken at the expense of the gen- <br />eral public; <br />To mimimize prolonged business interruptions; <br />To mimimize damage to puhlic faci.lities and utili.ties such as <br />water and gas mains, electric, telephone :md sewer lines, streets <br />and bridges located in areas of special flood hazard; <br />To help maintain a stable tax hase by providing for the appro- <br />priate use and development or areas of special flood hazard so <br />as to minimize future flood blight areas; <br />To insure that potential buyers are notified that property is <br />in an area of special flood hazard; and <br />To ensure that thos0 who occupy the areas of special flood hazard <br />assume responsibility for their actions. <br /> <br />(6) <br /> <br />(7) <br />(8) <br /> <br />1. 4 ME1HJDS OF REruCING FLOOD LOSSES <br /> <br />In order to accomplish its purposes, this ordinance includes methodg and <br />provisions for: <br /> <br />(1) Restricting or prohibiting uses which are dangerous to health, <br />safety, and property due to water or erosion hazards J or which <br />result in damaging increases in erosion or in flood heights or <br />velocities; <br />(2) Requiring that uses vulnerable to floods, including facilities <br />which serve such uses, be protected against flood damage at the <br />time of initial construction; <br />(3) Controlling the a1 terat ion or natural floodpl ains, stream chnn- <br />neIs, and natural protective barriers, '\lhieh help accoTTUllodate <br />or channel floodwater~; <br />(4) Controlling filling, grading, dredging, and other development <br />which may increase flood damage; and <br />(5) Preventing or regulating the construction of flood barriers which <br />will unnaturally divert floodwaters 01' which may increase flood <br />hazards in other areas. <br /> <br />SECTION 2.
