However; each project <br />sponsorship requires the authorization of the Genercll Assembly <br />when funding is required. <br /> <br />Other entities having this sponsorship authority are" <br /> <br />. Municipal Governments <br />. Board of County Commissioners <br />. Soil Conservation Districts <br />. Conservancy Districts <br />. Special Improvement Districts <br /> <br />It should be noted that anyone or combination can go it <br />alone without federal involvement. P~esently, the federal <br />requirements for sponsorship of a project are to have the <br />authority to: <br /> <br />e <br /> <br />A. Secure lands and right-of-way <br />B. Relocation of public utilities. <br />C. Maintain and operate the project. <br /> <br />Localized Flood Control and Drainage Studies and Projects <br /> <br />For small, localized studies and projects, a f'~asible <br />cost/benefit relationship generally can not be developed; <br />therefore, federal participation is generally not a,:hievable. In <br />fact, the Corps of Engineers has a design standard 1:hat states, <br />"if the la-year flood frequency discharge is less than 800 cfs, <br />the stream reach is not eligible for .federal involvement." These <br />activities are achievable through the following entities: <br /> <br />. Municipal Governments <br />. Board of County Commissioners <br />. Special Improvement Districts <br />. Grants through the Colorado Department of Local Affairs <br /> <br />Many local government juriSdictional bodies ar,e reluctant to <br />indebt future governing bodies to a long term payment <br />committment; however, they do have the authority. <br /> <br />. <br /> <br />. <br /> <br />-2- <br />
