Background

Several years ago, the community completed a comprehensive
program to map all of its floodplains on 2 foot contour interval
maps. The results of the effort were published by the City, in
coopertion with the CWCB, in a floodplain information report.
The floodplain administrator maintains a set of official
floodplain maps, on a scale of 1 inch equals 200 feet, showing
buildings, topography, lOa-year flood boundaries, and a proposed
channelization project by the Army Corps of Engineers.

The community is enrolled in the Regular Phase of the
National Flood Insurance Program (NFIP). The Flood Insurance
Rate Map (FIRM), the Floodway Map, and water surface profiles
published by the Federal Emergency Management Agency (FEMA) are
in substantial agreement with the earlier study which has been
designated and approved by the ewCB. The Floodway defined by
F&~ is based on a 1.0 foot rise criteria.

The floodplain ordinance adopted by the community is more
stringent than FEMA's model ordinance. The key elements are
briefly listed below:

. a two district floodplain based on the floodway concept
and a 0.5 foot rise.

. a 1.0 foot freeboard (i.e., the lowest inhabitable
floor must be 1.0 feet above the lOa-year flood
elevation) .

.

a 15 foot offset is required from the floodway boundary
to provide for evacuation and to minimize potential
erosion problems.

.

Er,Q$;ign protection must be provided opposite a
struct9~~~~ere:l(j0';;yeai'. flood "~velocities:w.ill exceed 3
feet per' seco,nd',' -: ':C_C"-: " 'l~ .:,,;.:': c.....
. . , ":' ' .: '~ -~

.~:.iS5 Sl-::t 3:.0 - .<' .. .,' ,-
. .J. - .:::: ,-' A' -, : ".': -:,. _:_~[;:, .',...
