<br />WHEREAS, Bent County has been notified herein that the streams that have drainage <br />areas less than 0.5 square miles or greater than 1125 square miles, lakes, ponds, local drainage <br />areas, and overflows from irrigation ditches and canals may not be designated as approximate <br />floodplain information without a procedure for estimating lOO-year peak flows, and the local <br />government understands and agrees that a detailed hydrologic and hydraulic study should be <br />performed by a professional engineer and submitted by the developer or the development <br />proponent prior to any floodplain development in those cases; and <br /> <br />WHEREAS, Colorado Water Conservation Board has determined that the hydrologic <br />methodology developed in the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains is appropriate for designation and approval of approximate <br />floodplain information and for use in simple floodplain analyses for development such as open <br />space, agriculture, fann bridges, pole barns and individual single residential structures, but that <br />the methodology is not appropriate for development involving residential subdivisions greater <br />than 50 lots or occurring on sites greater than 5 acres, commercial construction, industrial <br />construction, construction of public transportation facilities or construction of flood control <br />activities; and <br /> <br />NOW, TIffiREFORE, BE IT RESOLVED by the Colorado Water Conservation Board <br />in regular meeting assembled in Denver, Colorado, this 8th day of July, 1996, that it does hereby <br />designate and approve as storm or floodwater runoff channels or basins those streams within <br />Bent County, as listed in Table 2, described by approximate floodplain information in said new <br />report dated June 1996, that meet the criteria for the regression equation for Arkansas River <br />Basin Subregion Ark-I, QlOO = 1564.98 * (A)0.539, as set forth in the Guidelines for <br />Determining lOO-Year Flood Flows for Approximate Floodplains, or that meet the criteria as <br />set forth in the USGS publication "Rainfall-Runoff Modeling and Regional Rood <br />Characteristics of Small Rural Watersheds in the Arkansas River Basin in Colorado", contingent <br />upon the understanding that Bent County will regulate the approximate floodplains on a case- <br />by-case basis subject to a detailed hydrologic and hydraulic analysis performed by a professional <br />engineer, in accordance with the determinations of the Colorado Water Conservation Board <br />regarding the applicability of the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains; and <br /> <br />BE IT FURTIffiR RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the Board of County Commissioners of Bent County; the City <br />of Las Animas; the Colorado Office of Emergency Management; the U.S. Army Corps of <br />Engineers, Albuquerque District; and the Federal Emergency Management Agency. <br /> <br />5 <br />
