In general, <br />the regional facilities are preferable to widening dispersed ones <br />constructed on individual developments. The main advantage is in <br />maintenance since it is difficult to keep the small facilities on <br />private land adequately maintained. The regional facilities could <br />be paid for by assessing the future development with a portion of <br />the cost proportioned to what its on-site quality control <br />requirements would have been. <br /> <br />The potential regional facilities are identified below. <br /> <br />1. Klack Basin - Several facilities should be <br />constructed along the main drainageway. The <br />detention structures identified under <br />prioritized improvements could serve as water <br />quality control facilities if properly <br />designed. <br /> <br />2. Basin E-5 - A pond could be constructed <br />prior to the confluence with the Blue River. <br /> <br />3. Lomax Gulch - A water quality control <br />facility between Ski Hill Road and the <br />confluence of the Blue River would be extremely <br />valuable. Lomax Gulch conveys a considerable <br />amount of sediment due to steep roadside <br />ditches, the nature of the soils and scars left <br />from hydraulic mining activity. <br /> <br />50 <br />
