This problem will become <br />more severe if Main street receives a pavement overlay since this <br />will reduce street capacity. Due to several large areas currently <br />undeveloped land, flows under the future condition would be <br />increase significantly. Detention should be provided for all new <br />developments in this basin or improvements made the basins drainage <br />system. A useful improvement would be providing an additional <br />storm drain from Main street to the Blue River in the areas from <br />Lincoln Avenue to Wellington Avenue. In addition, the outlet area <br />of basins would be a good location for a regional water quality <br />control facility. <br /> <br />Basin E-6 has adequate conveyance capacity for the existing <br />condition. Future development should be required to provide <br />detention to insure the adequacy of the system. <br /> <br />Improvements to Basin E-7 include replacing 18 inch culvert beneath <br />Wellington Avenue with a 24 inch culvert and diverting as much of <br />the flow from the Klack Basin (unit 27) to Basin E-7. This would <br />reduce the flows to the Klack. The Faulkner Kellogg drainage plan <br />had included this improvement. Detention is not a priority in this <br />basin. A drainage easement should be provided at the downstream <br />end of the basin to convey flows to French Creek. Currently, there <br />is no defined drainage once the flow leaves its fully and enters <br />the development along French Creek. This drainage easement and <br />improvements to the drainage should be performed prior to diverting <br />any of the Klack flows into the basin. Water quality is often poor <br />from this drainage due to the steep roadside ditches which collect <br />much of the flow. A regional water quality facility near the mouth <br />of the gully would be very useful. <br /> <br />West Side Drainage <br /> <br />The west side drainages have a total area of 425 acres. Basin W- <br />I is quite large, having a total area of nearly 180 acres. It <br />encompasses a significant area of undeveloped forrest. Currently, <br />the major drainageway is the ditch along Broken Lance Drive. For <br />floods in excess of the 10-year, this system is inadequate. If <br />this problem is to be solved, it appears the best alternative would <br />be to improve this ditch and the associated culverts. Because of <br />the existing development, there is not a good alternate route. <br />Detention should be incorporated in any future development in this <br />basin. <br /> <br />The drainage system for basin W-2 is adequate. Detention is not <br />critical for future development since the impact of development <br />would be minimal. This is also true of Basin W-3. Easements <br />should be obtained to convey the flow to the Blue River. <br /> <br />Basin W-4 has an adequate drainage system for both existing and <br />future developed flows. <br /> <br />46 <br />
