<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />'I <br />'. <br />I <br />I <br /> <br />SECTION V <br />DES I GN CR ITER I A <br /> <br />The detailed scope of services for this project included undertaking all <br />necessary work in order to prepare a detailed preliminary design for the <br />Plan I I reach starting in the vicinity immediately upstream of 6th <br />Street bridge and ending in the vicinity immediately downstream of the <br />Broadway Avenue bridge. For the remainder of Plan II reach, a concep- <br /> <br />tual preliminary design was to be prepared sufficient to insure the <br /> <br />hydraulic adequacy of selected typical sections and structures, and in <br /> <br /> <br />sufficient detail to prepare reliable cost estimates. For the Plan I I I <br /> <br /> <br />reaches, an investigation of only local structural improvements was to <br /> <br /> <br />be made. The conceptual preliminary design was to be adequate in detail <br /> <br />to properly plan bridges and culverts for new vehicular thoroughfare <br /> <br />construction, to permit the acquisition of needed channel rightof-way, <br /> <br />and to permit the planning of new subdivisions and buildings with full <br />knowledge of future channel and flood plain locations and characteristics. <br />The work identified in the scope of services specifically included the <br />fa 11 owi ng: <br /> <br />1. <br /> <br />Maintain coordination with involved groups, agencies and interested <br /> <br />organizations. <br /> <br />2. <br /> <br />Contact individuals and agencies having pertinent knowledge, information <br /> <br />and interest in the project. <br /> <br />3. <br /> <br />Utilize storm drainage criteria of the UOFCO and City of Boulder. <br /> <br />4. Utilize hydrological analysis developed by COE. <br /> <br />5. <br /> <br />Define flood plain limits and profile for the 100-year flood event <br /> <br />using selected master plan improvements. <br /> <br />6. <br /> <br />Request additional field survey information, if required. <br /> <br />7. <br /> <br />Prepare pictorial displays of alternative concepts. <br /> <br />8. <br /> <br />Prepare a detailed cost estimate of proposed improvements. <br /> <br />9. <br /> <br />Prepare a preliminary design of drainage facilities to included: <br />a. Master plan drawings showing proposed improvements. <br /> <br />b. <br /> <br />Master plan text report describing proposed improvements. <br /> <br />To initiate work on the master plan development, the following hydraul ic <br /> <br />criteria were established to provide general design guidelines and <br /> <br /> <br />desirable objectives for the preliminary design; fully realizing that <br /> <br /> <br />the final prel iminary design might not satisfy all of the criteria at <br /> <br /> <br />all points. <br /> <br />MAIN BOULDER CREEK CHANNEL <br /> <br />1. <br /> <br />Maximum mean cross sectional velocity of 12 fpms for Q100 for <br /> <br />structures and main channel. <br /> <br />2. <br /> <br />Froude Number not to exceed 0.8. <br /> <br />3. <br /> <br />Freeboard of 1.0 feet above energy grade 1 ine, or more, for QlOO' <br /> <br />37 <br />
