Assisted in the final preparation of drawings and specifications of this roller <br />compacted concrete (RCC) dam. <br /> <br />Hydropower <br /> <br />Project Manager for Cowlitz Falls HydroelectIic Plant construction oversight contract in the <br />State Washington. Under a three-year contract with the Bonneville Power Administration <br />(BPA), Mr. Lowry managed oversight of the construction of a 70 MW hydroelectIic plant in <br />Central Washington. The dam was a 150 foot high gravity concrete dam with two hydro <br />units. The design was unique in that the spillways pa.ssed directly over the powerhouse. Mr. <br />Lowry's role was to identify issues that might have cost and schedule impacts and to propose <br />measures to mitigate such impacts. <br /> <br />Project Manager for McNary Dam HydroelectJic Project, Washington. Mr. Lowry advised <br />the Bonneville Power Administration on the design and construction of an 8.9 MW <br />hydropower plant being added to this Columbia River dam. This was a design/build contract. <br />Mr. Lowry provided the Bonneville Power Administration with review of contract <br />documents, drawings, environmental issues, billings, and change orders to identify potential <br />cost and schedule issues. After Bonneville Power Administration terminated the Power <br />Purchase Agreement, Mr. Lowry was responsible for the preparation of the documents and <br />factual basis used in the successful arbitration hearings to resolve termination issues. As part <br />of this effort, Mr. Lowry visited the turbine/generator manufactuIing facility in Hangzhou, <br />China to determine the value of the unit at the time of termination. <br /> <br />Project Manager for Wapato Inigation DistIict hydropower reconnaissance in Washington. <br />This DistIict is operated by the Bureau of Indian Affairs on the Yakima Indian Nation. Mr. <br />Lowry evaluated four drop structures, two with existing powerplants requiIing rehabilitation, <br />for purpose of potential development. A site survey was performed and schematic drawings <br />prepared for use in estimating costs and providing an economic analysis. The total capacity <br />of the proposed system was 6.5 MW. <br /> <br />Project Manager for Eagle Creek Hydropower Demonstration Project for the Bonneville <br />Power Administration in Washington state. Mr. Lowry was responsible for turnkey <br />development including management of design, construction, and testing of an expeIimental <br />25 kW turbine under a design/build contract. Mr. Lowry also prepared the final report and <br />O&M manual. A presentation on the project was made to the AmeIican Society of Civil <br />Engineers as part of their Waterpower 085 meeting. This project won the 1986 Grand Award <br />for Excellence in EngineeIing in the Colorado Consulting Engineers Council's competition. <br /> <br />Project Manager for the Department of Energy Region X hydropower studies, which <br />involved preparation of 30 reconnaissance level reports on small hydro sites in the Pacific <br />Northwest. The project size ranged from 100 kW to 25 MW. <br /> <br />Resident Engineer for the Musonda Falls hydroelectIic upgrade in Zambia.
