He has experience in irrigation system planning, design, <br />rehabilitation and operations; basin-wide water management studies; and planning, design <br />and construction of urban and mine reclamation drainage and flood control systems. He has <br />performed river system modeling on several rivers throughout the west, including the <br />Arkansas River in Colorado, the Wind River in Wyoming and tbe Milk River in Montana, <br />and has performed hydrology and hydraulics calculations for inigation and drainage <br />conveyance structures and systems. Computer modeling skills include MODSIM, HEC-1, <br />HEC-2, HEC-RAS, spreadsheets (as used for modeling and development of decision support <br />systems) and several other hydrology and hydraulics software programs. <br /> <br />EXPERIENCE <br /> <br />Montgomery Watson <br /> <br />Mr. Gibbens is currently serving as Project Engineer on water supply and drainage projects. <br />Specific activities include. <br /> <br />· Develop and run river basin planning models to investigate reoperations of the Fryingpan- <br />Arkansas Project and proposed storage alternatives for the Southeastern Colorado Water <br />Conservancy District. Develop MODSIM model constructs and PERL code for existing <br />and proposed policies to investigate yield, storage efficiencies and impacts at streamflow <br />gages. Prepare reports and make presentations to committees. <br />· Maintain and modify Colorado Springs Utilities water supply Operations and Yield <br />model. Incorporate proposed delivery system improvements, storage alternatives and <br />policy modifications. Provide information and discuss future water supply opportunities <br />with the client. <br />· Prepare conceptual and final designs for drainage and flood control structures. <br />. Develop, perform queries and summarize stormwater runoff water quality data. Database <br />was constructed from lab reports of water quality constituents.
