PROJECT TEAM

Montgomery Watson will provide CWCB with a local, committed project
team which is highly qualified to carry out thorough and timely study
reviews for the Floodplain Study and Designation Program. Highlights
of our project team's capabilities and qualifications include:

. A project manager - Chip Paulson - with an excellent track record in
meeting project schedules and budgeLs and in meeting client
expectations for quality and service. Mr. Paulson also has a
tremendous amount of experience in the areas of hydrology,
hydraulics and floodplain studies.

. A study review team consisting of three project engineers who can
assume study review responsibilities at various times depending on
workload. This approach assures our ability to meet deadlines
throughout the extended contract period.

. A project manager and three project engineers having a minimum
of 7 years of professional experience in the areas of hydrology,
hydraulics, and floodplain studies. All technical review work will be
carried out by one of these four individuals - junior staff will not be
utilized in key roles.

A project team organization chart has been previously presented in
Section 5. Project responsibilities and summary information for each of
our four key project team members are provided below. Detailed resumes
for each are provided at the end of the SOQ.

Project Manager - Edwin "Chip" Paulson, P.E.

Mr. Paulson will serve as Project Manager. He will be responsible for
supervising all technical work, and managing the project budget and
schedule. He will be the key point of contact between the consultant
team and the Colorado Water Conservation Board.

Mr. Paulson has 21 years of experience in flood control and stormwater
management. He has managed nine city-wide and county-wide flood
control and storm drainage master plan projects for communities
throughout the western United States. He has had management and
technical responsibility for seven flood insurance studies and numerous
other floodplain and river corridor management projects. He has
