Many <br />residents of the Canyon are retired and others earn their revenue from the tourist <br />business, the major revenue producer of the Big Thompson. During the summer the <br />permanent population of approximately 1,500 between Drake and Loveland swells <br />to many thousands of tourists with campers and tents occupy almost every square <br />foot of "campable" land along the river. <br /> <br />c. <br /> <br />Character of Community: <br /> <br />The character of the Big Thompson Canyon in the project area is integrated with <br /> <br />the character of Loveland, its cultural and commercial center. <br /> <br />During the past 80 years, Loveland's economics were almost 100% reliant on <br />agriculture for its success. More recently however Loveland has become a better <br />balanced community with many industries locating in the area. With a present <br />population of approximately 27,000 people, Loveland's employment is distributed <br />as follows: {Ref. 31. <br /> <br /> <br />Industrial 18% <br />Agricultural 5% <br />Other Employment 77% (Services) <br /> <br />The City of Loveland has a City Manager - Council form of government. The <br />council is elected by popular vote for a staggered 4-year term. The City Manager is <br />the Chief Administrative officer of the City. Being a statutory city, Loveland has a <br />9 member council. There are four councilmanic districts and one councilman-at- <br />large. The mayor is appointed by the council to serve a 2-year term. They are <br />elected during off-numbered years preceding Presidential election years. <br /> <br />Major recreation areas within 75 miles of Loveland include: Boyd, Carter, Horse- <br />tooth, Grand, Shadow Mountain, and Red Feather Lakes; Estes Park-Rocky <br />Mountain National Park, Roosevelt National Forest; Hidden Valley and Lake Eldora <br />Ski areas. <br /> <br />A sales tax of 2% is levied by the City. Property is assessed at 30% of market value. <br />The assessed valuation for the City in 1976 was $72,484,620.00. <br /> <br />16 <br />
