<br />will not maintain their own inventories because of <br />budgetary, personnel, and other problems. However, if <br />an orderly transfer or phase-out (over perhaps 3 to 5 <br />years) of the federal inventory is arranged, states <br />would have time to plan and budget for maintaining thei <br />own inventories. The alternative would be to provide <br />each state a printout of the ~urrent inventory, whi~h <br />could be updated when and if the state so decided. <br /> <br />The federal government, and particularly FEMA and <br />its regional offices, would benefit from a national <br />inventory kept current. Up-to-date state inventories <br />would help federal agencies identify special flood <br />hazard areas below dams, prepare flood insurance study <br />reports, site federal facilities located below dams and <br />determine compliance with federal regulations such as <br />those of the National Environmental Policy Act. <br /> <br />5.1.2 Conclusions <br /> <br />The committee did not reach unanimous agreement on <br />continued federal support of dam inventory activities. <br />A minority view was that the federal government should <br />do no more than furnish each state a copy of the curren <br />inventory. <br />The majority, however, concluded that the national <br />inventory should be maintained by FEMA for a specified <br />period of time and then phased out. All states would b <br />advised that they would have this period in which to <br />take responsibility for their own inventories if they <br />wished. Together with other ICODS agencies, FEMA shoul <br />use the phase-out period to develop a clear policy on <br />issues pertinent to nonfederal dam safety. <br />Specifically, FEMA should take the following steps: <br /> <br />. Take the lead and share the financial <br />responsibility with the states for transferring <br />the Corps. inventory program to the states <br /> <br />. Assist and guide, when requested, in setting up <br />state-run inventory programs that- are consisten <br />with the Corps' inventory file system but fit <br />the needs of individual states <br /> <br />. Investigste the feasibility of updating the fil <br />during the phase-out period with data on new <br /> <br />-25- <br />
