<br />leaDS was created ....... to encourage the <br />establishment and maintenance of effective federal and <br />state programs intended to assure dam safety for <br />protecting human life and property." (From ICODS <br />Charter and Operating Rules, adopted April 20, 1980.) <br />This is achieved primarily through the coordination and <br />exchange of information among federal agencies. ICODS <br />provides a permanent forum in which the agencies can <br />advise FEMA, in its role as coordinator of interagency <br />activities and to identify, discuss, and recommend <br />solutions to dam safety problems. <br /> <br />ICODS has created six subcommittees to address <br />various issues involved in dam safety efforts: <br />Technical Guidelines, Research, Funding for Dam Safety, <br />Training, Emergency Action Planning, and Interagency <br />Communication. The subcommittees on Research, Funding, <br />Training, and Interagency Communications have completed <br />their work and will issue final reports that will be <br />parts of the FEMA/ICODS biennial report on dam safety. <br />Because of the bulk of the report of the Research <br />Subcommittee, it will be published separately by FEMA. <br />These reports were not available in time for the meetir. <br />of the Committee on the Safety of Nonfederal Dams. <br /> <br />The Technical Guidelines Subcommittee has <br />undertaken to establish consensus guidelines for inflo~ <br />design floods and design earthquakes. Due to the <br />magnitude of the effort, a completion date has not yet <br />been set. <br /> <br />The Emergency Action Subcommittee is addressing <br />questions of dam failure and mapping, notification <br />guidance, evacuation planning, and repairs. A draft <br />subcommittee report is scheduled for submission to ICOD <br />in October 1982. <br /> <br />2.4 FEDERAL ASSISTANCE AND REGULATORY FUNCTIONS <br /> <br />, . <br /> <br />The U.S. government has varying degrees of <br />responsibility relating to sOwe nonfederal dams. <br />Following is a brief summary of the involvements of the <br />principal federal agencies. <br /> <br />-11- <br />
