<br />Nonfederal Dams, Summary for Fiscal Year 1978-1980" <br />which covers program activities through October 1, 1980 <br /> <br />2.2 FEDERAL EMERGENCY MANAGEMENT AGENCY <br /> <br />FollOwing the failure of the federally owned Teton <br />Dam in Idaho, the President on April 23, 1977, directed <br />federal agencies to review their dam safety practices <br />and to convene an ad hoc interagency committee to <br />coordinate dam safety programs. On June 25, 1979, the <br />ad hoc committee issued a set of management guidelines <br />for- the planning, design, construction, operation, and <br />regulation of dsms by U.S. government agencies. The ad <br />hoc committee later evolved into the Interagency <br />Committee on Dam Safety (ICODS), which is chaired by <br />FEMA. <br /> <br />Under Executive Order 12148, dated July 20, 1979, <br />President Carter assigned responsibility for <br />coordinating and promoting dam safety to the Federal <br />Emergency Management Agency (FEMA), including the task <br />of monitoring the implementation of the management <br />guidelines. FEMA is responsible for policy guidance, <br />development of programs to prevent or respond to dam <br />failure, coordination of federal dam safety programs, <br />and encouragement of nonfederal programs to reduce the <br />public hazard of unsafe dams. The goals of these <br />efforts are accomplished primarily through coordination <br />and information exchange among organizations sharing <br />common problems and having responsibilities for dam <br />safety. <br /> <br />2.3 INTERAGENCY COMMITTEE ON DAM SAFETY <br /> <br />Several federal agencies are involved in dam <br />safety. In addition to FEMA, these include the <br />Departments of the Army, Agriculture, Interior, and <br />Labor; the Federal Energy Regulatory Commission (FERC); <br />the Tennessee Valley Authority (TVA); the U.S. section <br />of the International Boundary and Water Commission, and <br />the Nuclear Regulatory Commission (NRC). Their <br />principal coordination mechanism is the Interagency <br />Committee on Dam Safety (10005). <br /> <br />-10- <br />
