Since Colorado has a large number of <br />Class I (High) and Class II (Moderate) hazard dams <br />(see Dam Safety & Warning Subcommittee), the pos- <br />sibility that landslides can contribute to dam failure <br />is very real. <br /> <br />Colorado Landslide Hazard <br />Mitigation Plan <br /> <br />The Federal Emergency Management Agency <br />(FEMA) sponsored the development of the Colorado <br />Landslide Mitigation Plan following landslides on <br />the Western Slope during 1984 and 1985. The Miti- <br />gation Plan is designed to take advantage of the op- <br />portunities that exist today in Colorado's natural, <br />cultural and political environment. The state mitigation <br />plan provides local governments with both a re- <br />source guide concerning mitigation techniques and a <br />reference document of sources of supplemental assis- <br />tance. <br /> <br />Landslide Mitigation Techniques <br /> <br />The main goals of landslide hazard mitigation are to <br />preserve lives, property, and revenue and to prevent <br />the disruption of critical services and the economy. <br />These goals are accomplished by reducing the fre- <br />quency of occurrence and the extent and severity of <br />landslides, and by redistributing social and economic <br />24 <br />
