...,

40..1 _-;.

Mr. Henry Maddux
Page 2

· What level of flood protection would be provided for any affected structures or non-
participating landowners where existing levees would be breached or removed? For
example, will protection be provided to the existing level or will it be provided for a
specific flood frequency such as the 50-yr event, 100-yr event, or 500-yr event?
What specific process will be used to evaluate and design measures that will be used
to protect existing structures? Who will pay for the flood protection measures where
they are needed?

We are in full support of protecting floodplain habitat prior to development. It is
extremely prudent to prevent development from occurring in areas that present significant
hazards to life and property. We also understand the importance of minimizing future loss
of floodplain habitat along Colorado's stream corridors. Construction of new
developments and flood control works within natural floodplains and riparian zones
should be avoided whenever possible. However, existing development and man-made
features that lie within flood hazard areas also deserve protection from floods when the
need arises.

Thank you for your consideration of these issues. Please call Tom Browning at (303)
866-3441 if you have any questions regarding this matter.

Sincerel~>.~ /~ . ~
.~;;:~ /'4~>i:/. .
...
